Aurora, Ohio City Council and Committee of the Whole - October 10, 2022

Committee of the Whole (COW):
The meeting was called to order at 6:45 pm by Reva Barner with 6 other council members present:  Brad Duguay, Peter French, Sarah Grdina Gilmore, George Horvat, Dennis Kovach and Harold Hatridge. John Kudley and Scott Wolf were absent. There were 9 City Officials and Employees present and 4 people in the gallery.

There were 3 Ordinances or Resolutions proposed for action that evening including: 

• OPWC Pre-application for Resurfacing on W. Pioneer Trail 
  
• Employees Generally (1 new hire- a p/t maintenance person in Parks and Recreation)
  
• Renewal of City’s Health Claims Stop Loss Coverage for 2023 (Employee benefit with no change in carriers- costs similar to 2022)
  

There was 1 Ordinance on 1st Reading:

• Disposal of Equipment for Parks and Recreation (a mower and a spreader)

City Council (CC):
Council President George Horvat called the meeting to order at 7:00 pm with Council members present and absent as noted at the COW.  

The Mayor reported on the upcoming Shred Day on October 15., Leaf collection and Brush pickup schedule, Cemetery cleanup on October 20, Halloween Trunk or Treat on October 29 at Hartman and Trick or Treat on October 31, Senior Leaf Raking by the City and Rotary and a meeting with Cub Scout Pack #3265.

One Citizen spoke about the placing of an Ordinance concerning the current replacement pages of the Codified Ordinances to comply with current state law that did not come from COW and was scheduled to be adopted with Rules Suspended. The Law Director replied it was a yearly exercise to update local Ordinances to match state law. No Council remarks. 
Ordinances on 3rd Reading that were adopted:

• An Ordinance approving a Conditional Zoning Certificate for a comparable use for the property located at 10 S Chillicothe.
• Ordinance accepting the proposal for a 3 year contract with Right Stuff Software Corporation for the Police Department’s web based scheduling software system.
• Ordinance amending “Meetings of Decision Making Bodies” of Aurora’s Codified Ordinances to clarify public meetings via teleconference and/or video conference. 

Ordinances on 2nd Reading:

• Ordinance accepting a distribution formula for Local Government Fund dollars distributed by Portage County went to 3rd Reading
• An Ordinance authorizing the Mayor to execute a lease agreement for leasing the city owned Miller Property on E. Page Rd. went to 3rd Reading .
• An Ordinance accepting the proposal and enter into a contract with Hejduk-Cox and Associates to update the legal descriptions and reference map for all of the zoning districts within the city went to 3rd Reading.

Ordinances on 1st Reading:

• An Ordinance approving and adopting the current replacement pages of the Aurora Codified Ordinances, as prepared by the Walter H. Drane Company and verified by the Clerk of Council was adopted with Rules suspended.
• OPWC Pre-application for Resurfacing on W. Pioneer Trail was adopted with Rules suspended
• Employees Generally for Parks and Recreation was adopted with rules suspended
• Renewal of City’s Health Claims Stop Loss Coverage for 2023 was adopted with rules suspended.
• Disposal of Equipment for Parks and Recreation went to 2nd Reading.

Council Member & Committee Remarks:  Mr. Kovach expressed thanks for the paving in Ward 2; Ms. Barner commented on how pretty the city looks decorated for Fall.
