Aurora City Council - 9/26/22

Aurora Ohio City Council and Committee of the Whole
​September 26, 2022
Committee of the Whole (COW):
​The meeting was called to order at 6:30 pm by Chairman John Kudley, Jr with 6 other council members present: Reva Barner, Brad Duguay, Peter French, Sarah Gilmore, George Horvat, Scott Wolf. Dennis Kovach and Harold Hatridge were absent. There were 9 City Officials and Employees present and 2 people in the gallery.

There were 5 Ordinances or Resolutions proposed for action that evening including:
  • Employees Generally (2 new employees: Administration coordinator and Sports Monitor)
  • Renaissance Park Development Agreement Addendum (to access the sanitary sewer; it needs to be moved to a different phase)
  • Contract with Morton Buildings for a lean-to at WWTP (Westerly Waste Treatment Plant) (it will connect to the building to make it more efficient to press sludge)
  • Rejection of all bids for HVAC Replacement at CWTP (Central Waste Treatment Plant) (It needs to be re bid)
  • Acceptance of grant monies for Cemetery Software upgrade.

There was 1 Ordinance on 1st Reading:
  • Contract with Hejduk Cox & Associates for updates to the Zoning Map (most are from 1977, there were 3 proposals and this was the best)
Meeting adjourned at 6:40 pm.
City Council (CC):
Council President George Horvat called the meeting to order at 7:00 pm with Council members present and absent as noted at the COW.

There were 2 Executive Sessions lasting 25 minutes to discuss the Appointment of a Public Employee and the Purchase of Real Estate.

The Mayor reported on the upcoming Fall Festival and Business Showcase at Sunny Lake, Flu shot clinic for Aurora City Employees, Shred Day on October 15 and the well attended Classic Car Show exceeded all prior numbers.

An Ordinance was added for Action that evening from The Executive Session- a contract with Tim Clymer to reappoint him as Finance Director.

There were no Citizen or Councilman remarks 

Ordinances on 3rd Reading that were adopted:
  • A Resolution accepting the amounts and rates as determined by the Budget Commission.
  • Ordinance declaring surplus and unnecessary certain property to be sold via online auction
  • Ordinance to update outdated language in “Employees Generally” and add Martin Luther King Jr Day as a recognized holiday
Ordinances on 2nd Reading:
  • Ordinance approving a Conditional Zoning Certificate for a comparable use for the property located at 10 S. Chillicothe Rd in a C-1 zoning district went to 3rd Reading
  • Ordinance approving the architectural design portfolio for the Bertram Inn condominiums was Adopted with Rules Suspended
  • An Ordinance accepting the proposal of a 3 year contract with Right Stuff Software Corporation to maintain the Police Department’s web based scheduling software system went to 3rd Reading
  • An Ordinance amending Section 107.01 “Meetings of Decision Making Bodies to clarify public meetings via teleconference and/or video conference went to 3rd Reading
Ordinances on 1st Reading:
  • An Ordinance approving a change order for additional design work on the Walden waterline replacement was adopted with Rules Suspended
  • An Ordinance accepting a distribution formula for Local Government Fund dollars distributed by Portage County went to 2nd Reading
  • An Ordinance authorizing the Mayor to execute a lease agreement for the city owned Miller property on E. Page Road went to 2nd Reading 
  • From Executive Session- a contract with Finance Director Tim Clymer for his Reappointment through December 31, 2025 was adopted with Rules Suspended

Council Member & Committee Remarks: Ms Gilmore is glad Tim is coming back
