Aurora, OH City Council and Committee of the Whole
​March 27, 2023
Committee of the Whole (COW): The meeting was called to order at 6:30 pm by Acting Chairman Scott Wolf with Council members present:  Peter French, Sarah Grdina Gilmore, George Horvat and Dennis Kovach and Council members absent: Reva Barner, Brad Duguay, Harold Hatridge, and John Kudley. 

              There were 3 Ordinances proposed for first reading:

  • Appropriation of $40,020.00 for Subdivision Tree Planting to offset payment received by a developer.
  • An Ordinance accepting the proposal of Henderson Products, Inc for the purchase of an uplift snow and ice package for the Service Department’s 2023 Chevrolet Silverado at a cost of $85,564.00
  • An Ordinance authorizing the Mayor to enter into a First Amendment to the Water Tower Lease Agreement with Cingular Wireless PCS, LLC.

There were 3 Ordinances proposed for the April 10 agenda:

  • Renewal of Cyber Insurance with Travelers Ins. Co and Edward H. Sutton Insurance Agency
  • Dedication of the Watermain located in the right-of-way on Equestra Court
  • Addendum to the Development Agreement for Renaissance Park Phase 2/3 West- to monitor soils for 10 years. 


Meeting adjourned at 6:55 pm.

City Council (CC): Council President George Horvat called the meeting to order at 7:00 pm with the Pledge to the Flag of the United States of America. Council members present as noted in COW Report.

 Mayor’s Report: Mayor Ann Womer Benjamin said her 2022 Annual Report was being mailed to Aurora residents; There would be a special brush pickup due to the Wind Storm damage; Acknowledged Janet Esposito’s years of service to Portage County and invited the public to a party in her honor; Wished Good Luck to AHS graduate Shyanne Sellers and her basketball team; mentioned upcoming city events including the Easter Egg hunt, Shred event and Fill a Bag, Feed a Family food drive.

Law Director’s Report: Finance Director Tim Clymer reported that General Fund revenue collections are at 21.6% of budgeted revenues with 16.7% of the year completed. General Fund expenditures through February are at 16.5% of budgeted. Water Fund Revenues are at 14.8% of budgeted amounts and Sewer Fund revenues are at 16%. Expenditures in the Water Fund are at 8.2% of budgeted amounts and Sewer Fund expenditures are at 12.2% of budgeted amounts.


There were no Citizen comments or Councilman remarks.

Ordinances on 2nd Reading:

  • A contract with United Systems and Software for the Purchase of Itron ERT transmitters and parts for meter reading devices went to 3rd Reading
  • A contract with Everett J. Prescott for the purchase of water meters and parts went to 3rd Reading
  • An Ordinance granting a Conditional Zoning Certificate (CZC) for a climate controlled storage facility on Page Road went to 3rd Reading.

 Resolution on 1st Reading:

  • Confirming the Mayor’s reappointment of Ms. Marge Bjerregaard to the position of member of “PARTA” Board of Trustees for a three year term went to 2nd Reading.

3 Ordinances proposed at COW went to 2nd Reading.

Due to a lack of a quorum no legislation was adopted.
           
Citizens Comments:  H. Caplin expressed a desire to get on the ballot a proposal for luxury condos for senior independent living- all ADA compliant

Council Members and Committee Remarks: None

 The meeting adjourned at 7:12 pm.
