Aurora City Council & Committee of the Whole 
​April 10, 2023
Committee of the Whole (COW): The meeting was called to order at 6:30 pm by Chairman John Kudley with council members present:  Reva Barner, Brad Duguay, Peter French,  Harold Hatridge, George Horvat, Dennis Kovach, and Scott Wolf. Sarah Grdina Gilmore was absent. There were 9 City Officials and Employees present and 4 people in the gallery.

               There were 7 Ordinances proposed for action that evening and 1 Ordinance proposed for the April 24 agenda:

  •  Agreement with Energy Harbor as the City’s electricity supplier, a 2 year contract (not for residents).
  • A Contract with Matt Winters Excavating LLC for the 70’ Paddock River Preserve Bridge replacement for $281,709.56
  • A Contract with Matt Winters Excavating LLC for the 30’ by 8’ wooden structure bridge replacement at Bretschneider Park.
  • A Contract with JBL Roofing and Construction for an exterior renovation at the Hartman House at 325 Townline Rd for siding and roofing in the amount of $34,380. This house will be used by the Recreation Dept.
  • A Contract with Perrin Asphalt for the 2023 Road Paving Program for $1,186,434. All work to be completed by July 4.
  • The purchase of a Kohler portable diesel generator for the Sherwood Lift Station for $93,000+.
  • Purchase of a 2023 Chevrolet Silverado 2500HD to replace the 2009 Ford F-250 that is not being traded in.
  • Dedication of storm sewers within Homestead Subdivision will be on the April 24 agenda.

Meeting adjourned at 6:50 pm.

City Council (CC): Council President George Horvat called the meeting to order at 7:00 pm with the Pledge to the Flag of the United States of America. Council members present as noted in COW Report.

Minutes from the March 27 meeting were not adopted as there were not enough members present who could vote to adopt them.

 Mayor’s Report: Mayor Ann Womer Benjamin spoke about the city’s purchase of the house next to the Library on Pioneer Trail and the historic Hanes buuilding at 10 S. Chillicothe. Upcoming events mentioned were Shred Day on April 15; Portage County Earth Day Recycling Event on April 22; Fill a Bag, Feed a Family with food pickup on April 22 and for which a proclamation was presented to the organizers; Aurora Citywide Cleanup on May 6. She attended a retirement reception to celebrate the retirement of County Auditor Janet Esposito and a Board of Elections program at City Hall on changes in state law voting requirements. She also attended the first annual Easter Egg Hunt co-sponsored by the city and Chamber of Commerce. Two interviews were taped to discuss the FEMA  grant for Geauga Lake stormwater management and the monthly report at Community Focus.

Ordinances on 3rd Reading:
  • Ordinance accepting the proposal of a contract with United Systems and Software for the purchase of Itron ERT transmitters and parts for meter reading devices was adopted.
  • Ordinance accepting the proposal of a contract for the purchase of water meters       was adopted. 
  • An Ordinance granting a Conditional Zoning Certificate to MJ Property Group LLC for a climate-controlled storage facility at 1340 Page Road was adopted.
Ordinances on 2nd Reading:
  • A Resolution confirming the reappointment of Ms Marge Bjerregaard to the position of member of the PARTA Board of Trustees went to 3rd Reading.
  • An Ordinance authorizing an increase of $40,020.00 in appropriations in Fund 63 for Subdivsion Tree Planting to offset payment received by a developer was adopted with Rules suspended.
  • An Ordinance accepting the proposal of Henderson Products, Inc for the purchase of an uplift snow and ice package to accommodate the Service Department’s 2023 Chevrolet Silverado HD at a cost of $85,564.00 was adopted with rules suspended.
  • An Ordinance authorizing the Mayor to enter into a First Amendment to the Water Tower Lease Agreement with Cingular Wireless PCS, LLC went to 3rd Reading.
Ordinances on 1st Reading:
  • An Ordinance accepting the proposal of and renewing the current policy with Travelers Insurance Co for cyber insurance in the amount of $26,888.00 went to 2nd Reading.
  • An Ordinance accepting for dedication the watermain located within the right-of-way on Equestra Court in the Walden Subdivision went to 2nd Reading.
  • An Ordinance authorizing the Mayor to execute an addendum to the Development Agreement with Pulte Homes of Ohio LLC fo the Renaissance Park at Geauga Lake       went to 2nd Reading.

  • The 7 Ordinances proposed at COW for action that evening were adopted with rules suspended. See Committee of the Whole report for details.

Council Members and Committee Remarks: J. Kudley invited the public to the Aurora Historical Society’s new exhibit on the Aurora Schools on April 27 at 6:30 which is sponsored by Anna Maria.
