Aurora City Council Observer Report 11-21-22

Aurora, OH, City Council and Committee of the Whole - November 21, 2022
Committee of the Whole (COW):
The meeting was called to order at 6:45 pm by Chairman John Kudley with 7 other council members present: Reva Barner, Brad Duguay, Peter French, Sarah Grdina Gilmore, George Horvat, Dennis Kovach, and Scott Wolf. Harold Hatridge was absent. There were 12 City Officials and Employees present and 3 people in the gallery.

​There was 1 Ordinance proposed for action that evening :
• Employees Generally – GIS inspector

Meeting adjourned at 6:49 pm.

City Council (CC): Council President George Horvat called the meeting to order at 7:00 pm with Council members present and absent as noted at the COW. 

The Mayor reported on the RITA Proclamation for 50 years of Aurora’s membership in the Regional Income Tax Agency- one of the 39 founding municipalities; Thanksgiving activities; Holiday Tree Lighting Festival and congratulating David Barnes as Person of the Year and Lynk Packaging as Business of the Year.

There was a 10 minute Executive Session to discuss Union Negotiations. There were no Citizen comments and no Council remarks. 

Ordinance on 3rd Reading that was adopted:
  • Ordinance declaring surplus equipment be put up for online auction
Ordinances on 2nd Reading:
  • Ordinance declaring 100 traffic signals as surplus and advertise them for online auction went to 3rd Reading
  • An Ordinance declaring as surplus a 2010 ambulance and advertise it for sale via online auction went to 3rd Reading.
  • An Ordinance to finalize the transfer of $23,427.64 to the Portage County Health Department for the None for Under 21 program to close the fund prior to year-end was adopted with rules suspended.
Ordinances on 1st Reading:
  • An Ordinance approving the collective bargaining agreement between the City and the police officers was adopted with rules suspended.
  • Employees Generally from COW concerning the hiring of GIS inspector as a temporary until the new hire was adopted with rules suspended

Citizens Comments: None
Council Member & Committee Remarks:

  • Ms. Barner asked for some clarification on the Turkey Trot race on Thanksgiving.
  • Mr. Kudley thanked Mr. Stark on his comments about Street Lights after his inquiry at last Council meeting; thanked Chief  Byard for checking on traffic on Moneta and Orchard; thanked the Library Trust for the additional product needed for the gallery floor and Santa Claus will be in the Museum December10 from 11:30-1
